What CEST gets wrong

Ignores Business on Own Account
Post-Atholl House [2022], BOOA is a decisive stage 3 factor. CEST barely mentions it. IR35.fyi treats it as a primary consideration.
Outdated MOO handling
After PGMOL [2024], MOO is a threshold test, not a trump card. CEST still treats it the old way, giving misleading results.
Binary answers only
